Submit Your Proposal

How do you get your proposal approved and submitted?

University Clearance
All external grant proposals must be approved in advance of submission by the appropriate Vice President and the President. No grants, contracts, or other agreements are to be submitted without the signature of the President or his delegated authority.The principal investigator or project director must submit:
  • a completed university Proposal Clearance Form (PCF),
  • a final proposal budget, and
  • a final or "final draft" proposal or contract.

The PCF is for internal purposes only and accompanies your proposal through the levels of approval (Chair -> Dean -> ORSP -> appropriate VPs -> university President). To ensure that all signatures can be obtained in a timely fashion, the PCF and related materials should be submitted to ORSP as follows:

  • at least 3 days before the deadline for grant applications, and
  • at least 2 weeks before the start date for contract.

Copying and Mailing
The project director is responsible for making copies and sending the proposal package to the agency. ORSP will provide assistance when requested, but it is the project director’s responsibility for all costs associated with copying and sending to the agency.

Electronic Submissions
ORSP is the administrative unit at SFA that is approved to submit applications to government agencies using on-line applications (including Grants.gov, Department of Education E-Grants, National Science Foundation's Fastlane, Texas Education Agency, and the Texas Higher Education Coordinating Board). and can help you prepare your documents for submission, monitor the status of sumitted proposal components, and provide electronic signatures for submission completion.
