Project and Contract Revisions

How do you make a change to your project budget, timeline, or scope of work?

Changes in Contracts
Any changes to a contract must be reviewed by ORSP and processed through General Counsel and the univeristy President. You should seek advice from ORSP to determine the most appropriate method of altering your contract. A Revision Clearance Form is required.

No Cost Extensions (NCE)
A NCE may be granted to a PI/PD in order to extend the work period without additional funding. Please consult ORSP about the best way to request a NCE from your sponsor. A Revision Clearance Form is required.

Budget Changes
The university President, the institution's authorized representative, must approve all budget changes. Budget changes include an increase or reduction in project budgets, such as any changes in the award total, indirect costs, or matching commitments. These changes will be reflected in your research account. Please complete a Revision Clearance Form, and attach your amendment, and submit to ORSP with the appropriate signatures.

Changes in a Project's Scope
Any change requiring sponsor approval must be approved through ORSP. Please complete a Revision Clearance Form, attach your amendment, and submit to ORSP with the appropriate signatures.

Changes in Project Personnel
In most instances, changes in project personnel must be approved by the sponsoring agency or the agency must be notified. This includes a change in key personnel, such as changing the PI/PD, reducing the time of the PI/PD on the project by 25% or more, or the absence of the PI/PD for more than three months. A Revision Clearance Form is required.

Federal Projects: When must I request prior approval from the sponsor?
(OMB Circular A-110, C.25)

  • Change in the scope or objective of the program (even without an associated budget revision)
  • Change in a key person specified in the application or award document
  • The absence of more than three months, or a 25% reduction in the time devoted to the project, by the PI/PD
  • The need for additional federal funding
  • The transfer of amounts budgeted for indirect costs (IDC) to absorb increases in direct costs
  • The transfer of amounts budgeted for direct costs to absorb increases in indirect costs
  • The transfer of funds allotted for training allowances (direct payment to trainees) to other categories of expense
  • Subawards and subcontracts not approved in the application
  • The inclusion of costs that require prior approval (such as capital equipment, furniture, etc.)

For each of the above, a Revision Clearance Form is required.
